Undercover cop Jack Valentine (Mario Van Peebles) and his partner, Phil Kelly (Randy Quaid), are on the most dangerous assignment of their careers. The D.A. (Rae Dawn Chong) needs Jack's help; ex-mob moll Alma (Zerha Leverman) is concealing vital information; and mob boss Joe Buddha (Ben Gazzara) wants Jack dead. Ellen Barkin is a homicide detective investigating a bizarre series of killings in which the victims have been tortured in S&M style and had their eyelids cut off.
